Judicial Panel on Multidistrict Litigation (JPML)
The seven-judge panel that decides whether and where to centralise related federal actions.
The Panel evaluates whether actions share common questions of fact and whether centralisation will serve convenience and efficiency, then selects a transferee district and judge. Its selection decisions materially shape a litigation's trajectory, since the transferee judge controls leadership appointments, discovery scope, and the bellwether programme.
