A matrix converts an inventory into calculable payments using tiers keyed to diagnosis, exposure duration, age, treatment intensity, and similar criteria, with adjustments for comparative factors. It is the instrument that makes global settlement administrable at scale — and the instrument through which most disputes about intra-claimant fairness surface.
